Filleting a projected voronoi pattern on a curved non planar surface

Im currently trying to wrap a voronoi pattern around a curved non planar surface.  So far its going ok, as the pattern projects onto the surface fine, so im trying to take the next step, which would be to fillet the curves of the projected voronoi, to give the pattern a more fluid, sweeping look.  The idea would then be to pipe the resulting filleted curves, running a boolean union to join the individual pipes, which would turn the pattern into one solid, closed object.  The issue im having is that when applying the fillet command, it says that the result are filleted curves, but there is no visual indication of any curves actually being affected.  even when running the pipe command there is no filleted intersection.  any ideas?

Don't use the pipe, make a mesh with exoskeleton.
