Here it is

the Python script was lucking two more arguments that's why it returns an error,

now this should work fine :

if rs.IsSurface(x):
    if rs.IsSurface(y):
        if r:
            a = rs.FilletSurfaces(x, y, r, srfc1_uv, srfc2_uv)
