I think there are a few circle packing definitions floating around. I'm not sure how well they work. Try searching "circle packing" or "circle packing variable radii."

It looks like kangaroo may be able to do this (not sure about multiple radii)

I use the Image Based Circle packing plugin for rhino when I have circle packing needs. It's awesome.
