Error when lofting surfaces

Hello,

I am receiving an error when I loft my two surfaces. it says I have an insufficient curve profile for one of them. Could anyone please take a minute to explain to me why such a thing may happen? Or perhaps a better way to do my definition?

-My goal was to rotate a surface about its corner point and loft between the moved surfaces
