EditPythonScript (rhino) does not open + Can't call xalglib

I have tried all to access xalglib by following this thread and in general all threads that's mention something about loading a python module.. nothing works! 

Now I got a whole new problem.. Suddenly I can't open the EditPythonScript window in rhino anymore?!

Could anyone help me with these two problems? :-S 

I have tried to restart Rhino, my PC, reinstalling rhino.. 

I have tried to access xalglib using another computer... nothings works i'm obviously doing something wrong!
