hmmm. are you running 32 bit or 64 bit Rhino? I've only tested it on 64-bit.

I found it would only load if I turn COFF loading on. (type GrasshopperDeveloperSettings from the Rhino command line to change this)

Yes, I can reproduce the issue. There's a way to force a plug-in to load via one means or the other... lemme look into it.
yes, tossing a "[assembly: GH_Loading(GH_LoadingDemand.ForceCOFF)]" in the assemblyinfo.cs seems to have fixed the issue - it now loads successfully regardless of the user's choice in GrasshopperDeveloperSettings. I will update the build in the group's link momentarily.
I think it is, but some other plugins will only load with it turned off. What you describe with the per-plugin setting sounds like the best solution, thanks.
i had it off beacuse of some other plug in, it works for now
