I believe your best bet is using sweep2.
If you want point 2 to be the widest then you need to create 2 arcs (pt2 to pt1 & pt2 to pt3) which will both have [unit Y] as a starting vector (component [Arc SED]). You can then join the arcs into 1 curve, mirror it (for the other side of the board) and do a sweep2 between the 3 sections with the 2 curves as rails.
Then you are just missing the 2 triangles to close the board.
