Multiple Attractor points to control louvres

I am trying to control the appearance of the "Fins" 

I want to adjust the heights + direction of them at various locations.  I circled in blue where I would like the length and orientation of the triangle fins to be longer.  I would like to be able to do this adjustment at various parts of the spline.

Any advice would be appreciated.

better yet.  Is there a way to make the direction of the fins follow several attractor points?
