Contour Curves into Contour Surface

Hi there,

i have a building site which is contoured.

i have all the contours (list of open and closed poly-curves).

How do i convert them into a surface?

I have attached Rhino file.

Please help

P.S - Loft does not work, or atleast my computer freezes whilst doing the claculations
