Combine 2 lists but keep the same row (Help Urgent)

Have 2 lists.

List one is how many of each number is repeated how many times.
List two is that number.

Need to combine to make a new list with both on same rows. (branches)

List 1 / List 2 / New List
0,1 / 0,12167 / 0,1,12167
1,25 / 1,10445 / 1,25,10445
2,1 / 2,13622 / 2,1,13622
3,1 / 3,6753 / 3,1,6753
4,1 / 4,4632 / 4,1,4632
5,1 / 5,7546 / 5,1,7546

Then i can just hide the first number and this will give me the quantities for the typical and unique units.

Thanks for the help been busting my brain over this for a few days now.
