collapse small voronoi edges

Hi 

I've been working on a definition that would collapse small (by chosen tolerance) edges of a voronoi diagram, and came up with a not complicated one. Unfortunately it works well only when using small number of voronoi cells as the distance component slows everything quite a bit. It would be perfect if cull_duplicates would output a remap index list (the size of input list, and with the indexes of new points assigned to the old ones).

I'm attaching my files. Maybe someone could take a look and come up with different (faster) way.
