Right click P input and set to true

Note that although a periodic nurbs curve is always closed, not every closed curve is periodic. The [P] input enforces periodic output. In order to just make a closed curve, all you have to do is make sure it starts and ends at the same point. However, judging from your image, Tudor's advice is probably what you were after.
