Circle packing on surface and tangent

Can you help me ?
I have a problem with circle packing on surface.
I would like to make a circle packing with only 3 different diameters, contraint on a surface and with a point tangent/intersection to different circles.

It's possible ? with VB script or Kangaroo ?
