Choose pair of sections to loft and vary them

Hello everyone, Im having trouble with this and was wondering if anyone could help.

I have two circles with rectangular sections array around them. I now want to loft these pairs, from circle to circle, not the ones in the same circle.

Moreover, I need to be able to vary this relation between sections. For example, If you name each section in each circle 1,2,3,4,etc. and so loft 1 with 1, 2 with 2, 3 with 3, etc, this is a part of what I want to achieve. I need to vary this, so that you can change the lofting pairs in different orders like 1 with 3, 2 with 4 etc.

Note: The number of circles is not restricted to 2, so consider the loft could be between more sections too.

Any ideas on how I could change it so that the loft is no longer between 1-1 2-2 3-3?
