Can't Make a Surface From Edges

I have 4 curves and I can't make a surface from them! I tried patching, meshing, edge surface, boundary surface, surface from points, mesh from points.

It makes a surface, but it looks distorted. I'm attaching a definition with the 4 curves.

Can anyone tell me what I'm doing wrong?

I know it seems really simple, but please try it out and see how it will not work with conventional methods. I even tried sweep 2 rails!

Hi JS,

Loft works.
Problem was with your upper polyline, it had one segment which returned back from the final ending point (grouped in green).
