algorithmic modeling for Rhino

can't find the right component for stretching an object/ change a radius location

I need the object to change from A to B (see pdf attached)

the idea is to stretch the bottom part of the pipe while the upper part, the edges, shortens by the same distance, that way the overall length of the pipe stays the same. another way of putting it- move the location of the radius along the pipe.

I'm new with Gh, therefore I've tried using the basic components I know. would love to use some more complicated ones if needed.
