Algorithm time - the fun starts

Step 1. Trying to figure out how to fill up the entire big red rectangle area with copies of the small square's, while using as few small square's as possible to do it.

Step 2. Then need to make it so that none of the center points (the green x) inside the small square's are inside the off limits areas (they are the green odd-shaped rectangles)
