It's called 'Point On Curve (CurvePoint)', found under 'Curve | Analysis' tab.

Hold CTRL-ALT to get the blue circle with "i" icon at the mouse pointer, then click and hold on any component to see where it's found in the tab/menu system.

Do you happen to know what this unit is also? That shortcut is very helpful but I don't actually have a grasshopper file, just the images! Thank you!

That is the 'Path Mapper' component.
