algorithmic modeling for Rhino

Hi guys, 

I'm curious if this is a bug. 

I made a bulging surface and divided this into points. Then I made polylines along the points and with this polylines I created perpendicular frames. I realized the frames are not in the same direction. When I made the frames using interpolate curves it looks fine. Only when they are polylines, perpendicular frames are not aligned same. 


I guess the frames' directions are only different when the created polylines happen to be linear while the others are all 3 dimensional. 

Is there any suggestion to fix this problem?
