Oops! this is (a) very easy ... BUT ... (b) takes a week (and a half) to finish (extrude both sides at once [as solid] the BrepFace derived from mapping your drilled brep into some surface).
I'll try the opposite (instead of extruding the BrepFace => map the holes and perforate the OEM brep) but don't expect real-time response (at best: about half a week).
Complex explanations (and the def) soon.
I think that Ctrl-Alt-Defeat is not that bad: Rhino is incredibly slow (even with an E5 Xeon 1630 v3 around) when attempting to "thicken" the mapped "drilled" BrepFace.
Hurts to admit it (I hate meshes) ... but the only realistic solution is er ... hmm ... using meshes.

OK ... but I do hope that you can handle this (still a bit tricky and NOT real-time by any means). This type of stuff has no meaning to attempt // processing, mind.
Although the test surface is internalized ... load R file anyway.
If messy things happen (Rhino fails to internalize things rather frequently) reference again the test surface to the surfTo input.

Out of curiosity: why are you using the mesh approach? (the nurbs one provided doesn't work for you?)
