Help with matching lists for sub region from curves

Hello folks, 

i'm being driven mildly mental by this definition. I am hoping to create sub regions using curves, however I cannot weave the corresponding elements together properly. 

Could someone help me try and stitch these little critters together. I am hoping to end up with four sided joined curves (it'll be very obvious upon looking) 

I think i've lost it a bit mentally now, it seems like it should be very straight forward.
