If there were such universal parameters they would be the default and possibly only parameters.

The settings and fitness function that will give the best/quickest result depend on the details of the problem you're trying to solve. What can you tell us about this problem?

Ok, I'm getting this. If the problem is related to design 'a space' in a limited area, it can really give us a best possible adjustment/design into that samll area.
