algorithmic modeling for Rhino

Hi all, I'm looking to generate different patterns for a shading device I'll cut on the CNC waterjet and am looking for advice. My concept is to be able to adjust the transparency or light allowance with logic, and then have the algorithm determine a productive pattern within the rules created.

So far I've started a definition which creates a collection of points within a perimeter shape - however, I don't know how to best cull overlapping or border shapes. I'd like to cull any perforations (circles, in this definition) that overlap and also cull any circles which are too close to the edge and/or not entirely circular (partial circles). Any help is appreciated.

Maybe with average points with a diameter's tolerance
