Pseudo Code Problem Thinking

I have a CSV file  that had an error, some of the row the Data its not in the Same Columm 

i have to write a script in Python that read the entire file and fix the rows that have data in various columms. Merging it into one. 

at night i will upload a file with the problem 

can someone write some Pseudo Code to achieve the goals to solve this problem?

can you post a sample?

can you just compare the number of cells in the row, and add one if needed?

probably it id even easier (at least, for me) to make a code in gh.

also there is google refine and data wrangler services for data cleaning at your service...

phillipp the idea its to write a code in Python to exercise the mind and keep in Shape with the Scripting thinking :)
