Segment a non-planar closed curve

I am trying to divide a non-planar curve (projected onto topography) into 4 segments that can be further divided individually (not shown in the attached definition).  I am using the shatter component to extract four equal segments but I cannot figure out how to move each point (and change the corresponding segment length) independently.
