My HDT Utilities Add-on allows you to manipulate blocks - you can get the geometry from block instances in Rhino, and place block instances in rhino as well. Both of these situations are covered in the example definitions included with the add on.

Can I transfer with a hierarchy of blocks on hierarchy of layer
