surface creation sweeps and revolves

I am trying to create surfaces using sweep 1 & 2 as well as other methods. 

the surface is created where the profile is as opposed at the location of and in the direction of the rail.   This seems kind of backwards to me. 

Is there an option to pick this or another similar method.
