Rough mesh from surface, with only triangles. Move, scale triangles, loft between original and transformed triangles, remesh lofts, catmull-clark or similar to make it round.
I think that should be enough, there are plenty of examples doing similar things with Voronois.

You do not need to flatten the List item components and the offset component needed to be going in the opposite direction so I used the expression "-D" on that to make it work.
