Maybe file this under oversight?

 

The output of Extract Mesh Verticies changes the mesh face vertex order.  This matters if you're converting mesh faces to NURBS surfaces.

The base mesh has a uniform CCW mesh face definition but converting to NURBS faces are twisted and mirrored in some instances.

it is not a bug, but I understand why it is seems to be one.

When the 'Weld' option is turned on/with W=true (and I believe it is in the picture), the order of points is unrelated to the original mesh, because the welded mesh really might have much fewer points than the original object. Additionally, the missing points might be anywhere in the sequence so there is no point trying to keep the order.

When the option weld is off/with W=false, then the order is exactly as in the original mesh, or there's a bug. :) However, there might be repeated points.

Thanks for the riddle.  It made my day!

 

Chalk it up to OPERATOR oversight.  On the flip side I was working with individual mesh faces so I knew there were no coincident vertices.   I didn't think the 'Weld' toggle would make a difference (but I should have checked...).

 

Perhaps the default state should be false (so things aren't drastically changed) but that's small potatos.
