Angle Rotation and loft

Hi, i am designing a building form that had certain parameters need to be in place. One of it is the rotation of the edges at different angles. I had face a problem when manipulate this command. The vertex at the edges are able to be rotated but the building form will not change accordingly. Can someone pls help me with this? The JPG attached below is for your reference. Thanks....
