1. When you design any stair you have to become familiar with the building code regulations that determine stair design.
2. When you have a foundation of those code requirements, Then you can start the stair design process.
Otherwise you are simply wasting your time. Example handrails need to be continuous.

think you´re right, you could just ignore regluations if its for your own house or your in mexico:)
That wont work either. When you buy house insurance, generally they expect the house to be compliant with the building code. If you are in contravention, any damages you may claim later maybe null and void. What do you think will happen if someone visiting your home falls and injures him or herself on your non-compliant stairs? .......Yikes!
Who cares! It is a numerical model that is needed here :) and it is a good exercice to learn GH.
In order to solve you problem, a good thing is to define what are your variables. Because I suppose you need to make something parametric. If it is not the cas do it with Rhino. It is far enough. If parametric is what you want. Begin by defining variables, draw, make step by step your geometry.
I began with the middle of the step, go on the right, rise, ... and finish by the lowest point on the middle of the stair.
Here is an example with a beginning of explanations. Play with sliders to better understand.
Here a complete script to make the stairs (in 3d). I put a dam in the 3d generation. I think it is best and fastest to work on curve at the beginning. And when you are happy you make it 3d. I use some Point Deform, it is very useful to deform your geometry (lower part here).
Use the button "only draw selected geometry" to follow the flux of information.
