algorithmic modeling for Rhino

Question: Replace a list of number smaller than 4

Hello all, I have a simple question related to scripting which make me frustrated.

If I want to change all number smaller than 4 from a list to a specific number (see attached), can I use f(x) to do this? or is there any other method?
