Unfortunetelly I'm using 0.9 version, this feature is only available on 1.0 version as it is stated:

First working re-instatement of the RCP for Grasshopper 1.0

The current release is the 0.9.0076, at least for windows.

Add more information about your machine (platform, architecture, version of Rhino,
etc.) and maybe David can help you.

If you are on Mac, it is very possible that this is not available, I guess.

I'm on Rhino 4, Win8.

I couldnt find RCP on my grasshopper..

I believe Gerard is using this feature on Rhino 4 in the video.
