You mean the iconic rain lyrics of the matrix movie?

If so, you can access the color data of an image, and use them to create a pattern (data linkage), for example areas having high brightness, to place letters.

here for a static image with ordinary letters/numbers... for the original matrix letters, search for a matrix font and use the plugin fabtool to use a custom font on grasshopper.

if you want to use a video instead of a static image, i think you can use the firefly plugin.
