Join Curves not working

I'm trying to join a line and a 3 pt arc in pure 2D.  the arc begins on the same point where the line ends, but the "Join curves" function won't connect them.  I've tried adjusting the tolerance within Rhino to be enormous, but that doesn't seem to make a difference.  Am I missing something obvious?  Or does that just not work?

reduce the tolerance of your rhino not increase,

if millimeters make 0.01 in model and layout instead of 0.001

faced same issue and that trick helped
