Hexagonal grid with image sampler

i cant seem to find the solution to use to circles center points as the openings for the hexagonal grid. 

i have been trying to integrate multiple ideas into one, 

1. use an image to create a circle pattern on a surface

2. use those circles for openings for hexagonal grid. 

3. manipulate circle openings.(size)

i am trying to create something like this image shown below but using the circles of the image as the openings of the hexagonal grid.

Reset imagesampler X & Y domain as you can see in the yellow panels.
