selecting points by vb script and drawing convex hull

hi i have following Problem to solve. I have a Pointcloud. I select a point by random and then I want so select a number of surrounding points. By distance would be no problem. but i also have to drawn a convex hull. so only the nearest N point number is not enough. I attached a picture to show the Problem. 2 different selection methods.
