Architecture from future. I imagine the city with very similar architecture. Very surreal design.

I think that author  used VB or Phyton or C# scripting.

You can reproduce this with basic rhino command 'flow along srf', however you can find examples of this sort of patterning in the many grasshopper primers existing on the web if you want to make it parametric.
