algorithmic modeling for Rhino

How do I select the neighboring points and measure the distance between the points in a triangulated mesh?

I have a triangulated mesh, I need to select the neighboring points for each point on the mesh and measure the length between the lines connecting the main point and the neighboring points in a list format. The lowest length from the list could be the input parameter for a new geometry. 

I have been able to make a defination for a single point in a mesh, need to work on all the points in the mesh.

Any help is appreciated
