The PanelingTools installer is built for the Rhino Installer Engine. The installer is just a zip file with the extension changed to .RHI.
To see what is in the file, simply change the extension back to .ZIP and look in the archive. You'll see that both 32- an 64-bit versions of PanelingTools are in there.
The Rhino Installer Engine detects the plug-ins and the versions of Rhino on your computer and registers them appropriately.
